Talking with an out of state owner

I called the owner of a vacant home about 3 weeks ago who said they are deciding what to do with their home. They live in a different state. He said talk to his PM for info. The PM let me know how much the rent was. We also sent a follow up/thank you letter to the owner saying we would be interested in buying as is. I want to avoid the PM if possible.

My questions are: should I call or send a letter and when do I send another letter or call the owner again?
