How to ensure you get the right target ARV

Hi everyone!

Hope everyone is safe and healthy. I'm starting a rehab project in West Philly. I'm trying get an understanding of the best rehab projects to hit my target ARV. There are some pending/sold homes in the area(<.5mile) that are going for 170-190k.

Is the general principal to renovate and pick projects that make it look like those pending sales?

Sold comps are the best with the same sf and bed/bath count as yours. I would aim to stay within .25 miles of Subject Property and would rather go back in time but stay local rather than going further out.
