property ex husband 99% ex wife 1% how to deal with it?

A property next to a property I own is boarded up... I finally got through to the owner and is ex husband. he tells me "ex wife will never sign off because she is mean, she will not talk to you, I own 99% and she owns 1%" anyway he gave me the number to the ex wife when I called she just hung up on me, before I could talk to her.

First - dont they both own 50%?

second - any ideas to talk to her?

 You have to understand what people want. If it is true that she only owns 1%, then she has nothing to financially gain by selling. Her holding on to the 1% is likely out of spite to stick it to her ex-husband. The way to connect with her is by telling her that you think her ex husband is a dirtball. Tell her nothing would make you happier than screwing him. You just want a good deal on the property and want her to get her fair share. This puts you on her side. Right now she thinks you are on her side.
