Can't Find Ex-Husband

Hello BP Community. It's been sometime since I last posted but I need some help. I have a property under contract in which the owner divorced her husband around 20 years ago. The title company said the divorcee decree did not fully award the house to the wife (Seller) and the husband would need to sign off on it. The problem is she hasn't seen or heard from him in 20 years and no one that she actively knows knows his whereabouts either. I've tried skip tracing him but cant find a working number. Is there some type of public posting filing, etc. that we can do that will allow us to move forward if he doesnt respond to it in a certain amount of time? Please help as this is the first time I've hit this kind of snag.

and the wife might want to start a quiet title action.. if she has any money to hire a lawyer to do this.. maybe one of the Texas lawyers will opine if that would work in this situation.

LOTS of properties tie up in America because of these exact issues
