Who can I buy the property from?

I want to buy a vacant property. After doing the research I spoke to the daughter of the deceased property owner. She referred me to the attorney that is overseeing the estate affairs. When I spoke to him, he stated that has been attempting to give the property back to the bank. When I contact the bank (PNC) they say they don’t have ownership of the property. This has been going on for almost 2 years.

How can I buy this property?
