Critique my business plan

Hi BP community, 

I'm planning on investing 10K in marketing throughout the next 6 months. My intention is to fix and flip properties or buy and hold depending on the deal. I'm planning on targeting delinquent tax property owners & landlords. Since my budget is limited, I'd like to know what percentage of my mailers should be Delinquent tax owners and landlords. The breakdown is as follows:

$6,000 on DMM- 1,200 leads for 6 months. 
$3,500 on Cold calling- 10,000+ leads. This amount includes labor, mojo and number scrubbing. 
$600- Website

I have burned a lot of cash in the past when doing DMM campaigns. However, I targeted major metro areas in the past. Since I'm targeting a city with 250,000 people and it's a much colder market, I expect to have a better response rate. Any input would be greatly appreciated.
