reissue an appraisal

Question, doing a cashout refi and had an appraisal done a few weeks ago.  Appraisal came in where I needed it but the bank couldn't close the loan for other reasons.   I found this other bank that will close this refi soI was wondering if an appraiser is allowed to reissue the appraisal to this new bank?  The bank says they'll accept it.
