85% LTV HUD Agency Loans

Has anyone ever done a 85% LTV HUD Agency loan on a big residential building? How complex was it? I hear it is expensive and can take 4-6 months and have some high closing costs but at 3.5% fixed for 35 years it seems worth it. Why is it that so few people use these products?

Hypothetically if you got the seller stays into the property for 10% can you really take down a big asset with 5% down?
