Total kitchen and bathroom rehab cost

Hi all,

I am in the process of buying my first rental property in Los Angeles, CA. It's a duplex 3bd 1 bth & 2bd 1bth unit . A little back story, I have been in escrow since january. The current owner has to deliver both units vacant. 1 has been vacated and we're waiting on the second unit. The apartment the current tenant was supposed to move into fell through. So now I'm in a situation where the seller is asking if I'd like to keep the tenant because she's looking for a 3 bd apartment (section 8 and has voucher) . All I'd have to do is rehab the front unit for her and she would move into it. (She has agreed to this). Her request was to completely rehab the kitchen and bathroom. It is pretty outdated. My question would be , is it worth inheriting that tenant and meeting her request. How much would that cost. 3bd 1 bath unit is 978sqft . Or is it better to let her leave and not do a total rehab of both kitchen and bathroom but clean and make everything look nice and new ? First time buyer so definitely on a budget when it comes to rehabbing the unit . Thanks !
