Off Market Rental in VA Beach

Hello everyone.

My wifes friend is renting a condo in VA Beach and she told my wife that she had been recieving mail from the mortgage company for the past year and then a lawyer stopped passed the residence and notified her that the condo was being foreclosed on.

I was looking at the tax assessors website to find out who owns the condo but the website had everything but the owners info. We asked her to contact the property manager to find out who owns the house but the manager stated she was not at liberty to disclosed the info. When my wifes friend stated that the condo was being forclosed, the property manager stated that she would try to get in touch. Come to find out the owner currently does not live in the U.S. and the property manager has not been able to reach her.

My question is how can i find out how to contact the owner? Should we ask the HOA since the property manager is not helping or wait until the bank gets involved? With banks not pushing foreclosures through because of the virus, should i even try to entertain the bank at this moment?

Its a weird senario, but my wife thinks it could be a great opportunity.
