Have available money or have it invested on these -special- days

Economy has cycles. In these one that we are living now, with all its characts -COVI 19- and more, Is it better to have your money available -bank- to invest, to buy cheaper, etc., or is it better to have it invested and receiveing money for sure -eg a 6 months investment for sure-. What do you think? Should I invest with this trustable developer , or should I keep my money available for a good opportunity of buying a cheap property. Are there going to be on these days lots of good selling offers to buy -which I would loose if I have my money locked with this known person? What do you think is better and why?
