Refinance of a Building Zoned for Commercial and Residential Use

I am looking at a property zoned for commercial and residential use. The plan is to live on the third floor, rent out the second floor condo, and rent out the first floor to a business. I can secure a loan to finish the building but I do not know if I can still get a conventional loan for the building. The first credit union I called said it would need to be a commercial loan at 15Y ARM. Any advice?
