Portfolio Loan rates

I was wondering what rate folks are seeing for portfolio loans?  Usually we get right at prime or prime plus .25 point.  But with prime at 3.25 the best I'm seeing is 3.89.  Anyone seeing banks lend at prime?  One banker told me his committee said they couldn't make money with prime this low.  Just curious
