What's the best investment to make, Short Sale, REO, or buying land to build on it?

Just wondering what some of the real estate investors are doing these days. Is it better to buy land and build on that land or is REO and Short Sale good enough deals for now in this buyers market to invest in? Anyone has some experience they'll like to share?
