What is Section 2 for Property Transfer

Hi BP Community,

Newbie question. Can someone please help me with understanding what section 2 (or section to?) means in regards to transferring a property? I've been listening to the early podcasts, and it seems like it's used pretty frequently. I'm curious how it works and when it's advantageous to use it.
