Looking for great general contractors in the dmv area?

I’m interested in learning how too truly invest in real estate flipping properties or obtaining rentals. Focusing on flips first I’m looking too put a team together I know one of the most important members are your general contractors where and how do you find ones that are worth the investment? Is is better too sub contract different people for every part of the rehab? If so am I responsible for getting the permits for the rehab to be done? Thanks in advance for any guidance or help I appreciate it!!
