Buy or pass in KCMO? Looking for your insight

Looking for advice:

Reaching out as you all are more experienced than me, here’s the situation for my buy and hold:

SFR in B neighborhood of KC(Ruskin Heights)

Asking $82k off-market

Rents $1050(tenant just signed another 1yr)

$5100 in maintenance needed asap

Roof is 20yrs old and will need replacement in near future ($4750) bid

A/C is 20yr old but functional

New furnace in March 2020

Would you buy or pass? 15% CoC including the $5100 into the purchase price.

It would take 5 years to save enough reserves to replace roof and A/C...

Seller has another offer at $82k as-is condition but giving me until tomorrow (long standing relationship) to buy or pass. Thank you!
