Im an investor in Grand Rapids MI, Ive done four deals so far and they have all come from the MLS. Im starting to target off market properties but I'm struggling to find phone Numbers. Does anyone out there know of any effective ways to obtain cell phone numbers?

@Skyler Steven Nelson - truepeoplesearch.com is a free online site that has a very good amount of numbers. You can search by name or address.

Check the county records to find the owner (and usually his/her mailing address) and then type into truepeoplesearch and you should be able to obtain cell/landline #s.
