Seeking advice regarding construction near deal

I found a property that I'll most likely be putting an offer in on. I noticed a plot of land that just sold near the neighborhood. The land looks like its set up for a new subdivision, so there may potentially be new construction. 
I'm curious as to what your thoughts are on purchasing a property that could potentially be near all this new construction?

The home was built in 2000 and needs some work, if I can get it for the price point I'm set on, it will be great for our next move to use as our primary residence.
