Where to invest for multi-plex in the PHX metro area

I live in the Phoenix area and have just started looking for multi-family properties with a decent cash flow. I was surprised to see Mesa properties have jumped up in price considerably that the cash flow numbers are looking weak. Can the PHX veterans guide me in finding some good deals and also off-market deals. Any pointers would be very helpful. thanks.
