Two SFH on same tax and water bill

I'm considering purchasing two older single family homes that have separate addresses but are on the same lot and same tax and water bill. I'm am out of state investor, so having a difficult time getting a hold of someone at the city who can provide more insight (i.e. were the homes built according to code? Can I easily separate them to two tax/water bills?)

This deal is from a wholesaler, so there are no disclosures. Do you think it's a big risk? Will I have a hard time reselling them as a packaged deal years from now?

Would love your thoughts. Thank you!
