PRE-FORECLOSURE LETTERS TO OWNER HELP

I have my eye on a property in pre-foreclosure and found the owner's contact information on my county assessors website. I am wondering if anybody has had luck with contacting owners of pre-foreclosures. I am not sure if I should send he letter addressing the pre-foreclosure or just a letter asking them if they would be interested in selling their home.
