HUD Buyers Agent in Virginia Beach?

Good morning!

I am looking to purchase my first property which is a HUD SFH as an investor. The property was listed on 2/15/2019. According to the listing agent, I'm eligible to bid on 2/28. However, I'm finding that investors can't bid sooner than 31 days.

Anyone here a HUD registered agent in the Hampton Roads area?
