First Wholesale Deal and Questions

So I've experimented with a mass mail campaign and have received a few responses back on land. I have one parcel that the owner is interested in selling. He purchased 3 parcels that are next to each other with a house on one. The one he is interested is 14 acres of farmland. I looked into it more and on the county website it says he is the primary taxpayer not the fee owner. So i assume this means a contract for deed from whomever he bought the land from? Can you still wholesale a parcel if its under contract for deed? This is my first attempt at wholesaling and I'm not sure how to negotiate or even if I can legal sell it? Any tips appreciated.
