Advice Needed On Direct Mail Campaigns to Rural Counties

Hello Land Investors! I've been going through a lot of trial and error over the past 4 months with sending mail out to counties. My response rate hasn't been the best but I'm still keeping at it because it's still a fun niche to get my feet wet. I've seen numerous videos on who to target direct mail to but I think I'm not targeting the best rural counties.

I've been researching counties on Landwatch.com. My question is...is it best to send mail to a county that doesn't have may lots listed for sale or should I just hit the counties that show many lots for sale.

For example: Baylor County, TX. On LandWatch it only has 5 lots listed for sale. Is that not good? Are investors staying away from that county for some reason? Or is it that no one has yet to try that county out yet? Someone help me pleeeeaaassse! Thanks!
