Public Notice of Sale: Pre-forclosures

Good afternoon, I hope this post finds you well. I'm a no pocket, trying to be a little pocket, in a bigger pocket world. :)! I have researched different things for about a month and I know that tax sales are about to occur. I've found a listing of possible motivated sellers and a way to find current addresses. What resource would you direct me to, in order to learn more about how to contact these potential motivated sellers? These sellers have about 2 years behind on taxes, and public notices have been posted in papers. Would I do a direct mailer, phone call, knock on their door? I want to let these folks know (well at least one of them know) that I can pay their back taxes and take over any mortgage they have, solve their problem. I listen to the podcast on my way to work and the very first one mentioned this, so I'm going to re-listen to that one but do you have any other suggestions? Is this essentially what wholesalers do? Any guidance or direction would be helpful.

Thanks in advance from

No pocket :)
