Winterized house under contract

Why would the bank have the house winterized in the middle of a deal? I am doing an off market deal. The contract is at the title company but today I went to the property to all the plumbing being winterized and heat set to 45. Raising some red flags I would think the title company would protect me from a shady homeowner.
