Possible Multifamily Deal. Utilities Question

Hey BP community.  I have been analyzing a multifamily property.  The current owner(seller) pays for the water, gas, and electricity because the property only has one meter. It is a triplex.  Two of the three units are currently rented.  One tenant is on a month to month lease and the other lease ends in April 2020. The deal would be great if I can find a way to have tenants pay their utilities.  Does anyone have any suggestions or advice on how I can get the tenants to pay the utilities so I can pursue this property.
