Help the coc* is to small (*cash on cash return)

In my city (dc) small coc everywhere.  Is this normal to only find small coc in the coastal cities?  Where do you find big coc?  I think small coc is around 4-5.  I want bigger coc around 10.  Does your city have big coc? If so please share.
