I would like to purchase 13 properties on a terrace Street. It is owned by the UCC denomination and is designed for retired clergy and their spouses to live in affordable housing. Ministers don't get paid much and are on very low fixed incomes. I think I could  purchase the properties at very low cost. There isn't much rehabbing that needs to be done and they are located in the historic district. After I get the rehabbing cost, I'd like to make an offer. Does anyone have any ideas on how I do this? I want to make sure I don't want to leave anything out
