Duplexes in Georgia area.

Should I purchase land and place modular duplexes on the land in Georgia (near Fayetteville). I have not began the land hunt quite yet, but I wanted to know if anyone has spoke to a company that produces these duplexes. I also wanted to know what is the price to set up utilities. Does Fayetteville allow these types of duplexes? Any advice would be helpful. I am new to real estate investing. I do own a home in Louisiana that I will be putting up for rent in the upcoming summer, once I move to Georgia. I have calculated a cashflow of $250 (rough estimate). Thank you Chris C.
