PAYING FOR LEADS. Scam or Not???

Looking for some help!!

I met a Wholesaler on FB and He was Selling a Lead for $100.00 He sent a thorough contract that stated if the lead didnt flurish that he would send $150 back. (sounded too good to be true) So I paid via Credit Card Via Google Pay so I could fight it 2x to get my money back if it was a Scam. 
Once Payment was received I got the lead and started working it. There was very small talk via Text Message with the seller then.... Radio Silence on both ends The seller and Wholesaler. Im Thinking maybe the holidays are approaching, or its the weekend, Or I Simply got Scammed.

Has anyone Experienced this? Is This Common $100.00 for a Lead?
