finding tenants for lease options

I have been trying to find tenants to set up a lease with an option to buy. I am having trouble getting into contact with people having this problem and I would like to reach out for some marketing strategies to get a hold of them. I tried calling brokers to see if the have any clients that are not quiet applicable for a mortgage yet. I would then offer to take out a mortgage with them and then lease the home to the tenants with an option to buy. I have not had any luck with this strategy. I may be making a rookie mistake here but does anyone have any good strategies for this?
