Seller refusing inspection
I need to get contractors in the house to get a estimate on possible repairs and the seller is not being very easy to work with getting access to the property. What are my options. Seller is convinced that since he’s selling the house below tax assessment there should be no reason to go into the property before closing date on December 18.

Nobody should be buying (or selling for that matter) a house based on a tax assessed value. It's just not an accurate way to value a house.
Anyway, as for what your options are, if you simply can't get into the house, your two main options are to either #1 - Buy the house anyway based on what you've seen if you're getting a good enough deal; or #2 - Cancel the sale if you don't want to take the risk or the deal was already thin.
(A possible third option would be to ask the seller for a price reduction to account for any "unknowns" since he won't let you into the house to inspect. However, from the sounds of it, I doubt he'd go for that because it already sounds like he believes you're getting a good deal.)
