Cash purchase or finance - what to do

163k buy and 20k rehab but winter coming in Northeast and outside rehab might have to wait until spring. Do I pay cash 163K + 20k and refi in June or 20% down + 20k cash and keep equity in property?  Concerned with tying up so much cash for 6 months.  Thoughts?
