Applying permit question

Hello guys, my contractor has sent over a fake file to the parish in order to get the permit without my knowledge, and now the parish officer said he’s not going to give me the permit since the contractor lied to him.

I told him I would hire a new contractor and apply the permit again, and I honestly have no idea about this. Whatever happened was the contractor’s behavior. But he kept saying I would not have the permit no matter what I’m going to do.

Is there any way I can have the permit?
