Property without certificate of occupancy

Hello

looking at a property in NYC with no certificate of occupancy on record. There is also no ICard on file but the department of finance is taxing it as a 2 family.

I would like to convert it to a legal 3 family. From what I’ve read, a letter of no objection can be filed and that would allow for alterations to convert. Can anyone confirm? Thanks
