Assignable tax lien certificates

Hello,

I paid for a list of assignable tax lien certificates in Decatur, IL. Decatur is the 9th fastest shrinking city in America and is the Most Affordable housing marketing in America as well. I grew up in this city and received a contract to move back home. While I was away I got very interested in real estate. Currently, my company adopted 2 streets and we developed the plan for an area of the city's revitalization. The City gave me multiple lots to do new construction PD but before that process starts in 2020 I would like to purchase more homes for rental income and I'm very interested in learning about tax lien investing. I want to redeem the house! I purchased a list from the county of assignable tax lien certificates. If I was to purchase a certificate, what steps do I take if they have it assigned from 2017 or 2018? Can i just buy the certificates then apply for a deed? Any help would be appreciated...thanks
