Curious about deals and offers

I found a home that’s listed for 44,000.

2 bed, 1 bath 

House is valued at 33,000. 

Would a fair offer be 38,000 plus 1k in closing, plus inspection fee Ect...

Mortgage looks like $215

Rent is $700

Looks like a mild rehab project. 

Operating costs highest possible cost $300 rounded up. 

Worst case scenario $185 cash flow.

Best case $285 cash flow. 

I think this looks like a pretty good deal. Interested in hearing others thoughts and opinions on the deal and how they typically make offers.
