Looking for ADU help in Fremont, CA,94536

I Bought recently a House which has a Permitted SHED in the backyard as per the records and previous owner converted it to ADU( bathroom+kitchenette +wall heater) without permit to livable Space.

A Fremont City enforcement office checked my house with some anonymous complaint and mentioned it was illegal. But since i bought the house a week ago, since you are not build this so we are not fining you but since now you are the owner you have to correct it and she took pictures of it and left the place.

after a two days i went to city with some of my friend who do developer kind of jobs(contractor) , but they started telling me that i can not convert it shed to ADU unit. If i do it, i have to do many enhancements to my house and front yard.

Being my house built in 1951 where there is no city permits available, it build by county standards. hence there is no Walk path between the Road and my property line. They are asking me to do that which includes sewage, under drainage and PGE poles to be replace by underground ETC. otherwise i can not do any additions. That is so weird and not a good for me to start.

Is there any option to legally take action to do without i do spend money on these and convert shed to livable space.
