Business License - Setting up LLC in DC or Maryland

Hi everyone! I'm hoping to find some guidance here since I've struggled in nailing down the answer. I'm a current DC resident but plan to purchase, renovate and flip properties in Maryland. Eventually I will likely do rental properties in Baltimore as well. My question is: Do I set up my business license and LLC in DC since I will be working from home in terms of my home office or do I set them up in Maryland?

It's my understanding that I should start the business in DC, then register it in Maryland, but not sure if that's right.
