Repairs required before closing

I am being required to have foundation work (10K), painting and new flooring installed in a 1700 square foot house before I can close on my loan. Essentially I will need to invest 20K+ into a property that I do not yet own. Any advice regarding the  pro's and con's to doing this would be greatly appreciated. Note: This house is in San Antonio Tx in a really great location near sea world and military bases. We are buying this house to rent out.
