Off Market Buying Need Advice

I have been investing in real estate, but I typically buy off the MLS. This time someone has brought me an off market deal and I am trying to find the bess way to go about doing my due diligence.

1. She was married than divorced her husband, he moved on remarried and the deed was still in both of their names. He died after their divorce. Who has ownership of this property? (I know there are other factors as far as how the deed was recorded)

2. How do I find out what other liens are on the property besides the city taxes? (The property is in Philadelphia)
