Maximum sellers assist?

Is there a maximum amount a seller can assist towards closing costs on an investment cash purchase? I understand the percentages when using a mortgage.

It affects skin in the game...

Property is $100k and I don’t have a $ to my name.

So I tell seller I’ll pay $110k with $10k in closing assistance. 

Maybe I put 3% down on the new 110k sales price and the loan is now for 7% more than the real sales price  

Or maybe $120k with $10k in closing and $10k in cash for me. 

Why is closing assistance allowed at all? 

Just lower the sale price the amount of the “assistance” it’s all about allowing people who can’t afford to buy a house a way in  especially if they don’t really have the 3% downpayment
