High taxes on Coatesville,PA

I’m talking to a seller with a home in Coatesville, PA which is a suburb of Philadelphia. The taxes seem to be high as there’s a separate county tax, school tax, Property tax. The School tax is over $4k alone. The taxes can’t be appealed as the deadline for appeal has passed. I’m in Arizona so I don’t know much about this area. I was thinking about virtually Wholesaling this property but the taxes are so high. I don’t even want to make an offer. Any advise?
