How to find pre-foreclosures...

Does anyone know how to find pre-foreclosures.  I have tried a few websites but when I look into it, the properties already have an action date - so does that not mean that they have already foreclosed??  I thought so.  My goal is to find those that are in pre-foreclosure and then I can locate cash buyers and do an assignment of contract or quick flip.  Any thoughts or ideas would be most welcome.  Thank you!
