Should I buy this house?

Hi BP!
I’m about to purchase a townhouse that has water issues. I think water is coming down where the roof meets the siding. Picture is below.
Any idea how this can be repaired and how much it would cost?

Both the second and first floor walls under that area are soft 

The property is listed at a discount and sold as is.
