Wholesaling: Making an Offer Sequence

In Wholesaling, What is the sequence to making an offer?

Does the wholesaler talk to the seller on the phone discussing the specifics about the sellers potential house, then calculate ARV, then visit the house to get an estimate on repair cost then call the seller back to make an offer or is their a much more simpler way?
