Best way to vet a potential investor

Aside from the google search, what ways do you vet a potential partner? I read a post that one prospective partner wanted to run a background on his potential partner but was declined so... How do you vet your potential partner? If word of mouth, how do you find someone who knows of this person?

I meant 'partner' in the topic. I'll be re-posting.
