Using a HELOC for BRRRR and the Rates

I read some other threads regarding using HELOCs for rental investments and I'm wondering if the rates today are still good. The other threads refer to rates in the 3% range. I'm thinking "Are these for HELOCs or just Home equity loans?". I have approximately $55k in total equity. Here are the rates I'm looking at. 

This would be for my first renal property. I'm thinking I'd like to use the BRRRR technique. Any suggestions would be greatly appreciated.
